If the system is saying that a higher project number exists, you must either use a higher number than the problem one, or remove the problem one from the system. If you decide to remove it, but you have difficulty in finding it, it is likely to be archived. Tick the Archived checkbox on the search panel on the left, and you should be able to find it.
