As there are security implications in allowing everyone to download to a spreadsheet, a recent change was implemented so that only those permissions groups selected by Admins could download like this.
Apart from the administrator group itself, the default is that you can no longer see the download button. To get the button back, an administrator at your firm will needs to tick the 'Download query results' checkbox at the bottom of the permissions group you are in (see image). After that has been done, sign off and on again to see the button.
